Strengthening Protective Factors means identifying and reinforcing the people, resources, relationships, knowledge, and conditions that can help individuals, families, and communities remain healthy and resilient. Illinois C.A.R.E.S.™ recognizes that reducing risk is only part of the equation. We must also strengthen the factors that support stability, connection, safety, and well-being.
That means connecting people with the right resources at the right time—before a challenge becomes a crisis. Through education, resource navigation, community partnerships, and early support, Illinois C.A.R.E.S.™ helps build stronger pathways forward. The goal is not simply to respond when something goes wrong, but to strengthen what helps keep people well in the first place.
