Before someone reaches the emergency room, before a family reaches the breaking point, before a young person enters the justice system, before a community experiences violence, and before a mental health crisis occurs, there are often signs that something is changing. By the time the crisis becomes visible, the opportunity to intervene may have already been missed. What if we looked upstream?
Illinois C.A.R.E.S.™ uses an inoculation paradigm to move beyond simply responding to crises after they occur. Instead of waiting for the outcome, we examine the conditions, experiences, behaviors, and environmental factors that can increase risk along the pathway to that outcome. The goal is not to predict exactly what will happen to an individual. It is to recognize patterns early, understand how risk accumulates, identify protective factors, and strengthen the systems and resources that can change the trajectory.

By looking upstream—at social determinants of health, family and community conditions, life stages, behavioral changes, access to resources, and other contributing factors—we create opportunities to act before the emergency.
